Copyright is about the "right to copy" so it IS a law against copying and redistributing the work, without permission.

Copying an IBM redbook and emailing it to a colleague may well be an infringement of copyright, unless IBM gives permission somewhere. IBM might be unlikely to enforce it, but it doesn't mean that it doesn't exist.
