 6 years to a decade too late.  IBM at times seems to show a lack of
understanding of the word strategic.  If decimal floating point was
worth spending the money to implement on z (and I think i and p), why
wasn't it worth implementing in COBOL?  If 64 bit was worth
implementing for CICS and DB2, why not COBOL to play better in those
environments?
