There are many things which cannot be kept in .CSV: graphs, complex
formula, column formatting, page setup, multiple spreadsheets in one
file, etc. etc.
However I can't imagine which of the features have to be created on
mainframe side. Usually a mainframe dataset contains some data
(records), which can be easily converted to .csv file. In this case
there is no big sense to bother with .XLS details.
Of course the data can be a source for nice graph for CEO, but why to
create all the bell and whistles on z/OS side? I would look for some
tools on PC side.
