That hasn't been strictly true for a while. For example, I bought a computer from Dell with Linux pre-installed on it a few years back. HP sells systems with Linux pre-installed as well. However, from a practical standpoint, it's almost as if those agreements are in force. Finding one of those systems isn't exactly easy.
