I might hazard a guess that someone put in a requirement to IBM that they distribute a "deallocate" proc. Why would someone do that? Perhaps there were stringent requirements at their shop about starting procs that don't exist or they got exhausted writing up internal incident reports to explain the JCL ERROR message.
