Bob, Are any of the PF Keys 13-24 working? It sounds like maybe the keyboard map in Attachmate isn't allowing the shift-key to work. I always use the "IBM 3191.ekm or "IBM 3191.xkb" keyboard maps in my InfoConnect/Attachmate session.
