'sys1.samplib(SPPINST)' installs a tool for which the front exec is SYSPARM. It has two main purposes -- help you to build a syntactically correct LOADxx and let you view what your parmlib members would look like with the identified set of system symbols. It does syntax-check GRSRNLxx. FWIW, some parmlib members support the syntax-check option of the SET command.
