At the minimum, you would think that ieasys00 should have in it whatever stuff you want for all users of that ieasys00. In Barbara's case, that only thing is CLPA. Many would have in it the "site defaults" that they want, allowing for override by other ieasysxx's, to avoid having to change every one of those ieasysxx's if some site default is to be changed.
