Definitely no. IBM deliver PDS(E) datasets in three flavours:
1. Must be PDS. And it is PDS.
2. Must be PDSE. And it is PDSE.
3. Can be PDS or PDSE. And *this is majority of datasets*. And *default is PDS, but the change to PDSE is fully supported*.

And as I wrote before, IBM provided controls which simply disallow change from PDS to PDSE for type 1. And for type 2 as well.
(AFAIR there is a way to bypass it, but it is really bad idea)

Please, keep in mind - this is z/OS, not Windows. It is secure, it is simple, it is flexible. C:\Windows is not the only option. (yes, for many years I had to use another directory and had problems because of that)
