He's tried z/OS to z/OS and had same issue.
I'd probably stop using the Windows client, and focus only the z/OS
client, FTPing to the z/OS FTP server on the same system, to rule out
any complications from Windows, and as many as possible from external
network.

Check storage while you’re at it. Could address spaces be swapping out because
you are so low?
