In a monoplex, by definition, CTC and/or CF structure are not used and 
unnecessary. What does the response to message indicate?
Sound like either GRS=TRYJOIN and/or PLEXCFG is not MONOPLEX

The OP might have a CF LPAR for other z/OS instances, even though the monoplex 
doesn't use it.
