Why more complex?  Let me guess:  Such a drastic change
to JCL syntax would be disruptive to schedulers which analyze
JCL.

ISPF Edit with an option provides language-sensitive highlighting.
An extension to that could provide conditional CAPS.
(Why an option?  Is it separately priced?  Does it have a
significant performance cost?)  Another Idea.
