Is this referring to the message header, e.g., the IAZH123E in:

IAZH123E One or more checkpoints or new checkpoints are not defined.

? If so, where is this restriction documented and enforced?

We've been using VM-style message headers for 15+ years:

xxxyyynnnns

where:
xxx  = product ID (granted by IBM)
yyy  = module ID (issuing module)
nnnn = message number
s    = severity (E, W, I, etc.)

Never had a problem with this, which doesn't prove anything, of course. Would 
like to understand if we're violating some documented restriction!
