What does the length of the message ID have to do with the number of lines
in a multi-line WTO?

As others have said, I don't think the message ID is anything formal - it's
just part of the text. For decades z/OS and its predesessors used aaannns
format, ISVs often used others, and more recently IBM has started to use
longer ones, but I can't think there is anything that enforces any of this.
