I have definitely seen longer than 10 characters. I believe the M204 product has some that are 13 characters long.
I have always assumed that what we see as message IDs are there by convention rather than a formal specification. They are just the first word/token in a WTO message text string. There is no field in the MDB that is for "message ID" IIRC.
