I must admit that I too am guilty of offenses very like the ones
Charles Mills appears to have committed.  I put data-management
control blocks that must be below the line below it, but it would not
occur to me to put buffers there.

Moreover, it seems to me that there is a rationale for doing this.
Storage below the line is crowded in many shops, so crowded that large
VSCR efforts must be and have been mounted to free up some of it.
(Above-the-bar VSCR projects may be in the womb of time, but I judge
that their gestation period will be very long.)
