Normal usage is to let QSAM OPEN allocate the bugger pool, in which
case there is nothing to relocate. If you specify BUFCB in a model DCB
then it is your responsibility to relocate DCBBUFCB. There's also the
issue of what you specify in your DCBE. See z/OS DFSMS Using Data
Sets, SC26-7410-09 and z/OS DFSMS Macro Instructions for Data Sets,
SC26-7408-08.
