I know the use cases and now regretting having said no use cases. There will 
only be a handful of very experienced people who will ever build instructions 
from SCONS and SYCONS. Most people can code the instruction without the need of 
SCON. There are a few obscure uses.

People are very imaginative. The OP has decided to use SYCON as parm list thus 
using more than R0 & R1 as parm registers.  Additionally, I believe he's not 
going to build and instruction from the SYCON. Chances are he would have 
generated the instruction instead of building it. While not a great idea, it 
has the advantage of using the hardware to process the SYCON.
