Hi Charles,

I forget whether or not you have z/XDC, but if you do:
  - Get a dump
  - Use dump/XDC to examine the dump
  - Issue z/XDC's LIST SUBPOOLS PRIVATE DETAILS command.

This will produce a report that will show (among other things):
  - What both your 24-bit and 31-bit region sizes are,
  - The percent of each region limit that has been used up,
  - A list of the storage blocks that are allocated in each region.

The information presented generally is enough to start resolving the problem.
