Let me simplify that.
It is not about compiler. Neither C nor any other language.
It is not about discussion about RHEL, or names like z/Linux, s390x, s390...

It simple information: the software you want to run can be installed on 
Linux on mainframe.
That's all.

Which one? Current one! You don't have to search for anything ancient or 
rare.
Which flavour? Well, there are three "main": RHEL, Suse and Ubuntu. In 
that case your piece of software require Red Hat.
Do you have it? We don't know.
Can it be replaced with RHEL on PC aka x86 aka x64 aka Intel platform? 
AFAIK yes, and I believe it is documented as well.
What to choose? It depends. IMHO it is easier and much cheaper to start 
with Linux on PC server that start from buying IFL.
