I believe the distinction is the compiler used. Linux s390x utilizes GCC C and 
zLinux utilizes IBM XL C.

As a matter of clarification, s390x is a C concept representing 64 bit 
addressing instead of 31.

I'm guessing the WUI is compiled using GCC and everything it calls must be 
compiled with GCC.
