The other 10 volumes won't get allocated until they are needed. Since you say it failed at 6 volumes, we can assume you did not specify a volume in ISPF 3.2. Does the UNIT you specified in ISPF 3.2 have the 10 volumes? If you did not specify UNIT, then it uses the UNIT from your RACF TSO segment.
