How did you get ISPF 3.2 to allocate 1 dataset to 11 volumes? Allocation only 
allocates the primary extent which by definition will only be the first volume. 
The other 10 volumes won't get allocated until they are needed.

Since you say it failed at 6 volumes, we can assume you did not specify a 
volume in ISPF 3.2. 

Does the UNIT you specified in ISPF 3.2 have the 10 volumes? If you did not 
specify UNIT, then it uses the UNIT from your RACF TSO segment.

Does each of the 10 volumes have at least cumulative free space greater than 
the secondary size and that does not exceed the secondary volume extent limit?
