The standard exists (unmovable datasets) but in the past, it has been ignored

No, not really.
PSU or POU did not solve issues related to single extent (and contiguous
space). It did not solve issues related to PS flavour (i.e. PS-basic,
but *not* PS-extfmt), it did not work for VSAM, etc. And it is
incompatible with SMS, while many of the "special" datasets can be
SMS-managed for decades.
Personally I would not expect plethora of DSORGs, just single flag used
as warning. Reason: plenty of different requirements and possible new
ones in the future.
