No, not really.
PSU or POU did not solve issues related to single extent (and contiguous space). It did not solve issues related to PS flavour (i.e. PS-basic, but *not* PS-extfmt), it did not work for VSAM, etc. And it is incompatible with SMS, while many of the "special" datasets can be SMS-managed for decades.

Personally I would not expect plethora of DSORGs, just single flag used as warning. Reason: plenty of different requirements and possible new ones in the future.
