DFDSS can bypass it using FORCE but using it ignores why someone would make it unmoveable. Sometimes it can be fatal while other times it's simply less efficient. The op chose to use REPRO which ignores unmoveable completely. Same would be true of IEBGENtER, IEBCOPY or any other utility where OPEN does not care about it.
