The OP said he is copying a database and we warned about understanding special 
datasets (e.g. non-vsam databases) which often don't bother being marked 
unmovable despite moving it's location damaging the data. We got off on a 
tangent on "unmoveable". DFDSS honors "unmoveable" and requires force if you 
want to move it's location.

DFDSS can bypass it using FORCE but using it ignores why someone would make it 
unmoveable. Sometimes it can be fatal while other times it's simply less 
efficient. The op chose to use REPRO which ignores unmoveable completely. Same 
would be true of IEBGENtER, IEBCOPY or any other utility where OPEN does not 
care about it. 

Radoslaw was saying we need a new DSORG but unless it failed during open 
(REPRO, IEBGENER, ...), it would not be any different to unmoveable.
