I have to disagree. Most applications do use LE in the native z/OS context. This is similar to other operating systems where scripting languages (like Perl) interact with C. I like Rexx, I do all my mainframe and some non-mainframe scripting in Rexx. However, the z/OS implementation of Rexx and its environment is pretty arcane. PCRE, and for that matter, the Posix compliant IBM run-time supplied functions are written in C and interact with the rest of the world as standard LE applications. I do not have the resources to deal with PIPI, and frankly, I don't want to.
