While it may be true that a change must be done at some time, it is rarely the case that there is insufficient lead time. All the shops I've worked in (mostly service bureaus and ISVs) are very conservative, and make new products and features available only after thorough testing (these days most shops have a "sandbox" machine). While testing occasionally misses something, resulting in a scrabble to fix, bypass, or back off the change, that tends to be rare.
