Don't forget that zIIPs are in essence a marketing construct, created for the purpose of offering engines at a reduced price for specific workloads that IBM wanted to attract from other platforms to the z/OS platform.
I would not hold my breath waiting for IBM to take steps to allow z/TPF to utilize zIIPs. If there is no credible competition for the z/TPF platform, there is no incentive for IBM to discount the price of some of the engines on the box.
