This is incorrect. The crypto card is configured as a coprocessor (or can also be used in accelerator mode). . Yes there are functions that CPAC performs without a crypto installed. These include SHA hashes, clear key encrypt/decrypt and protected key encrypt/decrypt (with some caveats). There may be newer versions of this Redbook but I have found that SG24-7848-00 "System z Crypto and TKE Update" does an excellent job of explaining CP Assist for Cryptographic Functions (CPACF) and of course crypto express cards.
