That depends on where you look. RCF submitted:

54.0  LOAD -- Bring a Load Module into Virtual Storage in z/OS MVS
Programming:  Assembler Services Reference, Volume 2 (IAR-XCT), 
SA22-7607-15 says "Note:  When you use the DE parameter with the LOAD
macro, DE specifies the address of a list that was created by a BLDL
macro." That is incorrect; it must specify an entry *within* the list,
as described earlier in the description.
