Tom Russell is of course right about this. The work that cp and mv and OGET and OPUT too appear to be doing is all done under the covers by the Binder.
Like its predecessors, the Linkage Editors, the Binder is very good at BPAM I/O; and most sensible IBM and ISV implementers delegate this I/O to it when they can. Others of course do so too, but with the difference that they often don't know that they are doing it.
