Most of the articles I've read about healthcare.gov criticise the design of the website for being old fashioned or resembling one of those expired domain pages (GoDaddy, VentureIP etc). That's unfair and very short sighted. The UX design is spot on for a government website which has to cater for a very mixed demographic. Form follows function. It's a clean, responsive design that works great on both mobile devices and desktops. Simplicity is one of the most difficult things to get right. Shame about that pesky back-end!
