I am not quite sure I agree with you about every manual costing $$.
My limited memory says at one time GC manuals were free and the SC manual cost $$. *WAY* back when (1970's) we wanted to order 300 copies of the new COBOL Compiler manuals (for our programmers). We were told that each manual costs X. We didn't want to spend it so we got IBM to agree that we could make 300 copies and pay the printing cost. IBM agreed.
As far as the GC manuals, my memory says that the first copy was free.

In the good old days IBM had Customer Service Reps and Field Engineers that
assisted in the Education. The best we can hope for now is Web
presentations.
