IBM is able to read them. They might request the SA dump if you report the problem and you will be glad you took it.

But if there isn't someone forceful around that insists on taking the sadump, in many installations the knowledge how to read a dump, much less an sadump is a lost art. So sadumps don't get taken because there's nobody there who knows how to read it.
