So now we approach the nub of the matter (for us non-illuminated peons).
- how does code indicate it is "zIIP capable" ?
- what if it is running as a TCB in a non-zIIP enabled machine ?.
- how far can we (aforementioned peons) trust the numbers from PROJECTCPU and 
Als offering in such situations ?.

Not denigrating anybodies efforts, merely seeking some clarity in a field left 
deliberately murky by the major vendor.
