I would expect PROJECTCPU to be pretty accurate as I would expect it to 
work off when the task is marked zIIP-eligible. Certainly the numbers I've 
seen for zIIP- (and zAAP-) eligible CPU have "behaved" reasonably.

When a pre-emptible SRB is created a "secret handshake"  (an API) is used 
to make it eligible to be dispatched on a zIIP; if the work is not zIIP 
eligible or if there are no zIIPs available the work is dispatched on a 
CP. The documentation to use the API is available to ISVs who sign an NDA. 
It is not publically available.

I think this question is based on my misstatement. zIIP-eligible work does 
not run in TCB mode when a zIIP isn’t available so as far as zIIP usage is 
concerned this question is a  non sequitur.   Sorry for the confusion.
