If you are running IMS V9 or above you do not need to have the USERMOD. I would restore/reject the usermod. Then update your system and IPL.
John's suggestion may work so long as you do not have IMS running at this time. However RESTORE/REJECT the usermod if your IMS is at V9 or above.
