If you are running IMS V9 or above you do not need to have the USERMOD.

I would restore/reject the usermod. Then update your system and IPL.

John's suggestion may work so  long as you do not have IMS running at this
time.  However

RESTORE/REJECT the usermod if your IMS is at V9 or above.

The ZAP to add DFSMRCL0 to IEAVTRML CSECT of IGC0001C used to be at offset
0000, but to make it work, we had to change the offset to 000C.
