The message IEA303W is a warning message. I am not sure that would have stopped your IPL.
You need to review all of the NIP messages to see what caused the issue. You should, I think, see them on the HMC Console. Or take a SAD dump and review the NIP Messages from another LPAR. If you can access the dasd for your new z/OS V2.1 system libraries, do as John suggested and copy IEFBR14 as DFSMRCL0 into LPALIB. Then IPL. If it still stops, this is not your issue.
