Update:
According to Sun (Oracle) suggestions I deinstalled Java 64-bit and left
Java 32-bit. Reason: the browsers are 32-bit.
Effect: no effect. :-(((
BTW: I like the description how to recognize wether your Java or browser
is 32-bit or 64-bit. IT'S NOT SHOWED ANYWHERE!
For Java you can look at the control panel tabs: lack of Update tab
means the Java is 64-bit. Abslutely no clue in under About (version)
button. Similar cryptic way for browsers.
Just PC platform.

It seems there is some 'gotcha' in this configuration - I cannot make
IBM Download Director to be working.
Of course the PC is behind the firewall, etc. However I tried the
same configuration - JAVA level, browser type & version, the same
settings and it still does not work under Win x64.
Funny observation: I can use other PC with Windows 32-bit or even
Windows XP (32-bit) in virtual machine working under the Win7 x64
workstation!
Has anyone noticed problems with Download Director and 64-bit Windows?
Any clue?
