I cannot really think of a specific reason why it SHOULD be done on another member in the sysplex. Assuming that you have brought the system down in a clean way (stopped all subsystems, etc..), It sounds like a trouble to get on a local terminal or HMC to issue the V XCF, OFFLINE to vary itself down. Issueing V XCF, OFFLINE results in message IXC371D anyway. Much easier to just issue the command on another system of that sysplex and replying at IXC371D to vary the system out of the sysplex.
