As I made clear in an earlier post, the specification of both REFR and
RENT to the binder is inappropriate.  For it, specifying REFR implies
that both RENT and REUS are in effect, and specifying, say REFR,NORENT
will first yield

REFR

and then since REFR implies RENT and RENT implies REUS, all of

REFT, RENT, and REUS are in effect.

Much of the other behavior of the binder, notably its handling of
aliases and their lengths is very different from that of the linkage
editor, which should long since  have been given a decent burial.
