You can specify just REFR if you choose. What the system (binder in this case) chooses to set when that is done is "our business" and it happens to be that it sets REFR, RENT, and REUS. It appears, similarly, that when you specify "RENT" (without REFR) the binder applies the REUS attribute as well (I didn't check that out for real, but the binder output shows that REUS is YES when the parm has just RENT).
