You are apparently referring to the IBM Ported Tools for z/OS (IBM Program
Number 5655-M23), and you'd like to migrate/update the Ported Tools you
have in your z/OS 1.11 installation to a new z/OS 2.1 installation.

For a variety of reasons, I wouldn't do what you're suggesting.

I assume you installed z/OS 2.1 via IBM ServerPac and (hopefully) 5655-M23
was included in your ServerPac. Do you see anything in the accompanying
publication "ServerPac: Installing Your Order," an important piece of
documentation that's customized for your particular ServerPac?

If for some reason your ServerPac didn't include the IBM Ported Tools -- or
perhaps even if it did -- you may want to also review the Program Directory
for the IBM Ported Tools. You can find a link to the Program Directory

In short, I'd recommend bringing your IBM Ported Tools up to the current
releases (including service -- very important) using the IBM-recommended
installation path(s). Then move what you need (and only what you need) over
from your previous installation keeping in mind the migration
considerations IBM describes. For example, when you're updating to the IBM
HTTP Server 8.5.5 for z/OS you'd obviously move your Web content over, and,
as an example, if you're using the HTTP Server's LDAP support you'll likely
want to switch over to the new LDAP configuration.
