There were some problem in serverpac and because of that IBM Porting
toolkit was not part of z/OS installation. But Now, I will have to order
separately as CBPDO etc.

But I just thought that if it is possible to copy older File system of IBM Porting toolkit running under z/OS 1.13 and can mount it in z/OS 2.1 and run Porting tool kit. But I am still not sure, if this solution will work.

In short, I'd recommend bringing your IBM Ported Tools up to the
current releases (including service -- very important) using the
IBM-recommended installation path(s). Then move what you need (and
only what you need) over from your previous installation keeping in
mind the migration considerations IBM describes. For example, when
you're updating to the IBM HTTP Server 8.5.5 for z/OS you'd obviously
move your Web content over, and, as an example, if you're using the
HTTP Server's LDAP support you'll likely want to switch over to the new
LDAP configuration.
