Please forgive the silly question, but are you certain that the volser FC1800 is defined as being in one of your storage groups? I ask because the initialization parameters look correct to me. And a volser of FC1800 looks similar to what we use for our "unassigned" volumes. Which we initialize as you do, but are not in a storage group. And so they don't show up in the SMS information from ISMF or QuickRef.
