I am not sure I understand.

When you initialize a volume for an SMS Managed pool the ICKDSF control
cards need SG/STGR/STORAGEGROUP.

Vary it online.

Then you go to ISMF (my preference) and add the volume to the pool.

Then you enable the volume or activate the SMS configuration to bring it
into the pool.

If you have place holder SMS Volume names for that pool, I think you can
just enable the volume.  Otherwise I think you have to do an ACTIVATE.

Are you doing all of those steps?
