Certainly one--perhaps all--functions using DVD must be performed on a 
'local' HMC: IPL from disc. When we installed z/VM, we had to use a real 
HMC. Note however that some functions require inserting the DVD into an 
HMC, not into the SE itself. I believe that some actions like rebooting 
the SE requires a local HMC, which of course could be the SE itself. 

I strongly believe that a true HMC needs to be reasonably accessible to 
system support staff. Walking a few minutes, OK. Driving hours, not 
acceptable. 

To reiterate: 'local' in the HMC sense has nothing to do with distance. It 
could be feet away from the CEC or across the country.

Well, I can POR remotely, there is no need to access HMC directly.

What functions cannot be performed remotely?
I'm aware of backup critical data and some minor functions related to 
remote access administration.
