AFAIK accessing the "Integrated 3270 session" is impossible from an HMC browser session. It is also tricky mounting a DVD in the HMC drive if you want to Gen a new z/VM system in a first level Logical Partition.

You can use a device on an OSA-ICC to be the 3270 console for z/VM IPL. The configuration of the OSA-ICC can be done from the browser session. Connecting with a 3270 emulator to the HMC's IP address with the port number you supplied, and the LPAR name as LUname gives a local 3270 device on the Logical Partition. This can be the local address used in the z/VM IPL. If you had the DVD already in the HMC drive I suppose you could do a first level Gen on z/VM remotely, but I haven't tried.

Well, I can POR remotely, there is no need to access HMC directly.

What functions cannot be performed remotely?
I'm aware of backup critical data and some minor functions related to
remote access administration.
