I would use ENQ
1. Add a DD statement to the job that you want to test for.
//TESTDD DD DSN=hlq.jobname.LOCK,DISP=(NEW,DELETE,DELETE),etc.
2. Issue ENQ with TEST on SYSDSN for the lock dataset name from the assembler
