There is a federal standard ("Section 508") that requires information to be 
presented in a way that people with disabilities can perceive it.

 Hard for me to believe there is no product out there that satisfies 508 for 
3270 terminals.

I just Googled <3270 section 508> and got a lot of hits that appear to be 
relevant.

I know we're getting a little far afield from the original question, but if you 
have a red/green deficiency, as I do, red on white is nearly indistinguishable 
from black on white.  I often find myself raising my hand in presentations 
asking which bullets are highlighted as I can' t tell.  I am curious as to how 
highlighting works for a blind user.

I do recall back in the late 70's we had a blind programmer who had what I 
presumed to be a braille device attached to his 3270.
