There are tables and pictures showing which foreground color is the
best or bad for which background.
I once saw a table similar to above URL in a Commodore 64 manual
which tells you how to mix and match foreground/background colors
with sprites and text.
Contrast is one thing for "Normally Sighted" people. Once you throw
in color blindness it gets much more complex. With color blindness
colors that are different seen as the same or with similar contrast.
To use an example if you remember the old 60's Superman Show. The
first season(s?) were in Black and White and the standard uniform
colors did not work so they had to use Purple and something to get
the correct contrast and color separation.
